The Harris-Galveston Subsidence District, established by the Texas Legislature in 1975, and signed into law by Governor Dolph Briscoe (1973-1979) to address the issues associated with land-surface subsidence and compaction was tasked with regulating and reducing groundwater withdrawals in Harris and Galveston Counties.
