Passage of SB2 and SB 1444: Provisions needed by the Authority were attached to these bills, and included: (1) Allowing the Authority to set rates for water sales and establish classes of fee and ratepayers so that differently situated classes of people pumping or receiving water may be treated differently according to the policy goals of the Authority; (2) Requiring the Authority to establish pumpage fee exemptions that are the same as the Subsidence District’s conversion exemptions; (3) Allowing the Board of Directors to eliminate the “10 million gallon” exemption from the Authority’s pumpage fee; (4) Expanding the methods by which the Authority may acquire water supply and treatment assets to “any legal means;” and, (5) Broadening the description of the assets the Authority may acquire to include anything necessary to the Authority’s purposes.
