Passage of H.B. 1110 – (1) Revised Authority boundaries by allowing “split” MUDs (that have no well inside the Authority) to be excluded; (2) Allows the Authority to exceed the minimum requirements of the HGSD, if deemed to be advisable; (3) Allows the Authority to bind all entities and persons within its boundaries to a GRP that meets HGSD requirements; (4) Allows MUDs outside the Authority to petition for inclusion, and permits those that do so by December 31, 2001 to do so without paying any back fees or penalties; (5) Allows the Authority to contract with those outside its boundaries for inclusion in the GRP; and, (6) Defines conditions under which the Authority may exercise the power of eminent domain outside its boundaries.
