1 - Ron Graham

Ron and his wife Ina have owned a State Farm
Agency for the past 18 years, now located at
Louetta Rd and Lakewood Forest, and have lived in
NW Harris Co.
for the past 25 years. Ron graduated from Texas
A&M, Commerce with a degree in business. Prior to
serving as Director of District 1, Ron served as
Trustee of Cypress-Fairbanks ISD for 12 years. He
and his wife are members of Cypress Bible Church
and live in Lakewood Forest Subdivision. They have
two grown daughters, Amy & Laurie. Ron is
dedicated to providing clean, affordable,
dependable and plentiful water supply for our
future. Ron and Ina live and work in District 1
and he is always available to anyone who wants to

District
2 – Lenox A. (Len) Sigler (Treasurer) Term Expires 2010
Len, his wife Carol, and their three children
moved to northwest Harris County in early 1970, and Len and
Carol currently reside in Champions Place
subdivision. Len graduated from Louisiana State
University with a degree in Petroleum Engineering.
During his 20-year career in sales and marketing
with a major machinery manufacturer, Sigler had
responsibility for over half of the United States
and over $200 million in annual sales. Len later
founded a machinery distributorship selling
products to the oil/drilling and offshore industry
where he also gained valuable experience in water
purification, including seawater desalinization
using reverse osmosis technology. Today, Len is
semi-retired and does some export sales/marketing
work. Len sought a seat on the Authority’s Board
because he feels that a task of this magnitude and
scope of work requires directors with technical
expertise and a vision for the future (i.e., water
resources, developing technologies, etc.) coupled
with the utmost degree of honesty and integrity. |
District
3 – James D. Pulliam (Vice President)
Term expires 2012

Jim and his wife Pam have been married for 35
years, and have lived in northwest Houston for 30
years, and in Jersey Village for the past 6
years. They have a son who lives nearby in
Winchester County
with his family. Jim is a civil-structural
designer in the petrochemical industry and designs
concrete and steel structures and civil drainage
systems. He expects his project management and
design experience will prove useful in his new
assignment on the Authority’s Board. Pulliam
served as Director of Jersey Village Flood
Committee after the September 1998 flood; as
president of White Oak Bayou Association for two
years and worked with the
Harris County
Flood Control District in designing and obtaining
funding for improvements of White Oak Bayou; and
as President of Inwood Pines Homes Association for
five years. Previously, Jim was a director of
Inwood Pines MUD for two years, before it was
annexed by the City of Houston. Jim brings 37
years of work and concern about our area’s
dependence on groundwater to his new role with the
Authority.

4 – Al Rendl
(Assistant
Secretary) Term expires 2010

Al and his wife Janice have lived in Ponderosa
Forest for 29 years. Their adult children also
live in the community. He was a career executive
with Exxon and retired after 35 years with the
company. Al lead the fight during the 1997 and
1999 Texas Legislative sessions to pass
responsible legislation to give
north Harris County
voters control over their own future water
supplies. Rendl worked with legislators all over
the state to stop abusive city annexations, as
happened in Kingwood, and has been involved in
regional water
issues for many years. Al served as a WCID #91
director for 16 years and as that group’s
president; he was chairman of the
North Harris County
Water Issues and Annexation Reform Group; a
director of the North
Harris County Water Users Association; and
as president of the Spirit of
North Harris County
Coalition. Al emphasizes a
regional
approach to managing our future water
supplies.

District 5 - Kelly P. Fessler 
(President) Term expires 2012

Kelly, his wife Marcie, and their 4 children,
ranging between the ages of 23 and 10, have
lived in Spring for 14 years. He holds a
Bachelor of Science degree in Chemistry from
Oral Roberts University. Following an early
career as a refinery analytical and
environmental chemist, Kelly branched out into
the area of software development and related
consulting. His now 22-year career in the
software field has provided him with broad
experience in such diverse areas as automated
petrochemical distribution, process analysis,
configuration management, and even eCommerce.
His project management experience, along with
his interpersonal skills, have been valuable in
successfully meeting the challenges that the
Board has faced in the past and may face in the
future. Kelly was also the founding President of
the Cherry Tree Republican Club, a community
activist organization formed in the early 1990’s
for Republican voters in North Harris County. He
has represented our community as an elected
delegate to many Republican Senatorial District
conventions and many Texas State Republican
Conventions. Kelly enjoys working with his
fellow board members and the NHCRWA staff and is
deeply committed to assuring that our community
partner relationships are constantly being
improved for the benefit of all.

The
Board of Directors of the
North Harris County
Regional Water Authority appointed Jimmie
Schindewolf as the Authority’s General Manager on
January 6, 2003. Schindewolf is a Professional
Engineer and Registered Public Land Surveyor, and
he brings his unique background of construction,
engineering, and management experience to the
Authority.
Prior to joining the Authority, Schindewolf
wrapped up his duties as the Project Director for
his Owner’s Representative team at Reliant Stadium
– home of the Houston Texans and the Houston
Livestock Show & Rodeo. This landmark project was
completed on time and within budget. Schindewolf
also served in a similar role for another high
profile project – Minute Maid Park -- home of the
Houston Astros. This award-winning project was
also completed on time and within budget.
Prior to this private sector stint, Schindewolf
spent most of the 1990’s serving Mayor Bob Lanier
in a dual capacity – as Chief of Staff and
Director of the Public Works and Engineering
Department. He provided oversight and was
responsible for all infrastructure related
activities. He also functioned as liaison for a
variety of key Houston and
Harris County
agencies and departments. As head of the Public
Works and Engineering Department, Schindewolf was
responsible for managing an annual operating and
maintenance budget of $700 million, an annual
Capital Improvement Program budget of $600
million, and a workforce of approximately 5,000
employees. During his tenure with the Department,
he was selected as Houston Area Engineer of the
Year in 1994, and was also the first recipient of
the American Public Works Association Charles
Swearingen Award for distinguished service to the
public works profession.
Before Mayor Lanier tapped Schindewolf for key
positions in his administration, Schindewolf
co-owned a successful road paving and utility
construction company for nine years.
From 1977 to 1983, Schindewolf served as Public
Works Director for Mayor Fred Hofheinz, Mayor Jim
McConn and Mayor Kathy Whitmire. In 1983 he was
selected as one of the Three Top Public Works
Officials in the State of Texas. This honor was
followed by one of the highlights of his
career…selection as one of the Top Ten Public
Works Officials in the United States.
Schindewolf is a past President of the Houston
Engineering and Scientific Society. He is a member
of the Texas Society of Professional Engineers. He
was active in the Associated General Contractors
and was President-Elect of the Houston Contractors
Association at the time he joined Mayor Lanier.
He began his engineering career with the Texas
Highway Department. He then worked for the
Harris County
Engineering Department for five years as a design
engineer, subdivision engineer, and Assistant
County Engineer.
Jimmie received a B.S. in Civil Engineering from
the University of Houston in 1967. He was honored
by his alma mater as the recipient of the 1992
Distinguished Engineering Alumni Award. He is also
a graduate of Klein High School. The Klein School
District recently dedicated Schindewolf
Intermediate School. |

Paul
R. Nelson,
NHCRWA Planning
and GIS Coordinator
After a distinguished career in Houston’s
Public Works And Engineering Department that
continued for almost 30 years, Paul Nelson
has joined the North Harris County Regional
Water Authority as Planning and GIS
Coordinator. His responsibilities include
updating the Authority’s Geographical
Information Systems (GIS) and keeping the
information in that system current; updating
the Authority’s short-range water master
plan; and developing a long-range master
plan. In addition, Paul will also serve as
liaison with the Texas Water Development
Board and the Texas Commission on
Environmental Quality, and will assist the
General Manager in coordinating with local
water agencies and the state legislature.
Nelson earned a BS in Biology with a minor
in chemistry from Lamar University in
Beaumont and began his career at the city as
a chemist in the City of Houston’s
wastewater laboratory. He subsequently
helped organize the first submittal of the
City’s federally-mandated industrial
pretreatment program to the Environmental
Protection Agency (EPA) and supervised the
Public Works Department’s Industrial Waste
Section, regulating the quality of
industrial discharges to the city’s
wastewater collection system.
As an Assistant Director, Nelson
administered the City’s Impact Fee
Administration program and managed the
water\wastewater modeling group as well as
the city’s Geographic Information &
Management System. Nelson also managed the
Department’s Water Conservation Program.
Nelson retired from the city in 2006 as a
Deputy Director in the Public Works and
Engineering Department and had
responsibility for over 500 employees in the
Code Enforcement, Real Estate, Long Range
Planning, and CIP Branches. He was also
responsible for the Office of the City
Engineer and had oversight of the
Water/Wastewater Availability and Facilities
Modeling Branches. |

Anthony
(Tony) Crisci, P.E.
Tony and his wife, Pat, have
lived in Harvest Bend, The Meadows Subdivision
in northwest Houston since 1987. He is a
graduate of Pennsylvania State University with
a Bachelors Degree in Mining Engineering. In
1956, Tony started his construction career in
Pittsburg, Pennsylvania working as a field
engineer for a construction company doing work
for the Allegheny County Sanitary Authority.
He worked on various construction projects
throughout the United States and also in
Canada. Projects include the first subway
contracts for the cities of Washington D.C.
and Baltimore, Maryland. In 1981, Tony went
to work for Armco, Inc. where he was in charge
of all construction projects throughout the
United States. In 1987, he was hired by the
City of Houston, Texas as the Manager of the
Civil Construction Section of the Department
of Public Works, which lead to his advancement
to Senior Assistant Director. In September of
2002, Tony was appointed as the Chief
Technical Advisor for the City's Engineering
Construction and Real Estate Group of the
Department of Public Works from which he
retired after over 14 years with the City of
Houston. |

Showri
Nandagiri, P.E.
Showri
Nandagiri, who is serving as Engineering Coordinator
for the North Harris County Regional Water
Authority, recently retired from the City of
Houston, Department of Public Works and Engineering,
as City Engineer. Showri worked for the City for
more than 25 years and is highly regarded and widely
recognized as one of the premier engineering
professionals in the potable water field. Showri, a
resident of Sugar Land, has his Bachelor’s degree in
Civil Engineering from India and has a Master’s
degree in Water Resources from the University of
Connecticut. After working briefly for Turner,
Collie and Braden Inc. in Houston, he joined the
City as a graduate engineer in 1978. He held several
positions, including Senior Assistant Director for
Water Engineering and Construction Division, and
Deputy Director for Engineering, Construction and
Real Estate Division. He was responsible for
managing the Surface Water Transmission Program for
the City of Houston for over two decades. |
